Through a formal RFP in 2021, Broome County Purchasing Alliance (BCPA or Alliance) pooled the purchasing power of New York State governmental entities and selected Medicare Advantage and Prescription Drug (MAPD) coverage options through United HealthCare (UHC). The Alliance achieved an average annual savings of 26% that includes multi-year rate guarantees and better-quality coverage and services for our retirees now and in the future.

Eligibility extends to New York State governmental entities, including without limitation, counties, cities, towns, villages, school districts and community colleges that currently have an obligation to provide and contribute a minimum of 70% of the retiree health premium. In addition, entities must have a minimum of 25 Medicare retirees on their plan.

Participation requirements

Each entity must pass a resolution to participate in the BCPA RFP. This resolution does not bind you to participating in the program.

Each entity must submit a copy of the passed resolution, census of covered Medicare retiree population, and current plan description through the BCPA portal by 5/26/21.

A post resolution must be passed to either participate in the program or opt out.

This initiative will put millions of dollars back into our communities and saves thousands of dollars for our valued retirees who contribute towards their coverage.
